MISSION and VISION
The Center for ” Gratë në Shërbim Publik” (Women in Public Service)/ “WPS Albania”, is an organization that operates within the civil society. It’s an independent, autonomous, non-profit, non-governmental body of indefinite duration, which has the following intentions:
– Encouraging, promoting and empowering Albanian women and young girls to become part of leadership in all areas of public life, such as public administration, politics, economy, business, agriculture, media, military, civil society etc. as well as empowering through educational and vocational training.
– Strengthening the role of Albanian women in processes such as the integration of our country in the EU, the judicial reform and the fight against corruption.
– State of law, good governance, respect for human rights, and increased civic activism and participation, especially in local government.
– Encouraging and collaborating with other organizations within and outside Albania, focused on gender issues, the role of women and young girls in development, European integration, peace and security, by supporting and encouraging cross-border, regional and international co-operation to strengthen the role of women in the European Integration, politics, business, civil society, education, media, military, art, culture, sport, rural development, environment, local government, prevention and fight against gender-based violence and discrimination for a stabilized and sustainable region.
INITIATIVES
“My List”
A campaign that promotes women and young girls in politics, administration, civil society, media, business etc. An initiative launched on social media, from which over a period of three months, about two hundred candidates have presented themselves at our organization’s address, most of whom are now our partners and collaborators, in the implementation of the mission to empower women and young girls in Albania.
’’Empower Youth, Empower Albania’’
Young people are powerful agents of change, with great potential, to bring about positive changes in society. WPS Albania will be committed to work with young people for young people, especially with girls, as well they will be the next leaders and as such will be those who will guide the sustainable processes of development for our country.
“Empowerment Corner”
Women in Public Service Albania works to empower women through education.
Our newest initiative is the Empowerment Corner, a series of exchange, coaching, mentoring and discussions where we share inspirational insights from women and girls in a different light.
The focus will be also books, written by women and for women. It is a series of events for all book loving women who are keen to read, inspire and empower.
We’ll travel around Albania to give a chance to every woman and young girl to participate in an inspirational corner that is it different from all others.
ACTIVITIES
- “Teachers Never Go Out to Pension“
In the symbolic of the 7th and 8th of March, the Center for Women in Public Services welcomed female teachers as models of inspiration for all generations. A meeting between new and experienced teachers, in an exchange of experiences, knowledge and challenges. During the meeting, some issues and suggestions for the improvement of educational policies in Albania were brought up.
- The Equality and Dignity March
On March 8, 2018, the Center for Women in Public Services joined the March of other civil society organizations, which held the motto: “Equality and Dignity”.

WPS Albania is one of the organizations selected by Co-PLAN Institute for Habitat Development and U.S. Embassy-Tirana to take part on National Day of Activism Fair.
- A volunteering day in the House of Elders
Women in Public Service paid a visit to the Tirana Asylum Facility on 1st of May. The center, following various activities and meetings for strengthening and increasing the number of women in public services, focused this activity on to the elderly people issues and the support they lack. “The elderly is the most forgotten and the most disapproved for the contribution they have made in building the country, at this age they also have the need for warmth and for some love”.
- “Happy Children, Happy Future”
WPS Albania organized an entertaining activity in Elbasan, on 1st of June with about 80 orphaned, autistic and down syndrome children. Children’s rights are real rights and every society consciously reflects with its children, for a better future. Our “Happy Child, Happy Future” initiative aims at raising awareness that societies with sad children are societies without prospects.

When you see the smile of the children smiles the soul and you.
Nothing pleases their thanks. These feelings and many emotions we had today with the colleagues of the Center for Women in Public Service during the visit to Shkodra in the Multifunctional Community Center No. 5.
- Solidarity and support for people in need and inadequacy increase even more these days of the month of Ramadan.
With the valuable contribution of businessman Edmond Isaac and his wife, we distributed food for some head of households and women in need of Kamza City.
These women are always in the focus of the mission of the Center for Women in Public Service.

INFORMATION SESSIONS
Within the framework of the International Day of Mental Health, the Center for Women in Public Service organizes an awareness session on the threats to women’s mental health.
- Within the framework of the “16 Days of Activism Against Gender-Based Violence”, the “Women in Public Service” Center, as part of the Gender-Based Monitoring Network, undertook a series of information and awareness-raising activities against violence.
Our mission is to empower women and girls mainly through education, which we consider, among other things, as one of the preventive mechanisms of violence.
Powerful women mean advanced society, with greater equity and fairness and without violence.
Let us all try to empower women and girls because they are conducive to peace and change agents.
- WPS Albania in cooperation with the Municipality of Cërriku organized awareness and information activities with young people, women and citizens of this municipality.
- Also, at Luarasi University, an open-air forum on the subject of the fight against gender-based violence was held.
FORUMS, CONFERENCES, WORKSHOPS and EVENTS
“Women in Public Service, Implementation of Rights, Realities and Challenges in Decision-Making” Forum organized by WPS Albania
Within the Women History Month, the Center for Women in Public Service, organized a Forum on Women in Public Service, Implementation of Rights, Realities and Challenges in Decision-Making.
After opening remarks from WPS Albania Executive Director, Mrs. Mimoza Hajdarmataj, a speech was addressed first by His Excellency Mr. Ilir Meta, the President of Albania, who focused on “Women Rights and the Development of a Democratic Society”.
Mrs. Atifete Jahjaga, former-President of the Republic of Kosovo, as the first female president not only in Kosovo but throughout the region, spoke about “Approaches from a Female President’s experience- Women in Decision-Making, Challenges and Confrontations”.
The forum was greeted through a video message from Mrs. Gwen K. Young, Executive Director of Global Women’s Leadership and Women in Public Service Project at Wilson Center, Washington DC.
The forum was organized in the form of panel discussions, the first of which was to talk about women in leadership and important institutions lead by women- Experience in Facing Realities and Challenges.
Mrs. Erinda Ballanca, the first women to hold the position of People’s Advocate in Albania discussed “Women Facing Phenomenon- the Language of Hate”
Mrs. Irma Baraku, Commissioner for Protection against Discrimination, spoke to the attendees on “Women and the Confrontation with Discrimination, Challenges for the Protection of Social Status”.
The second panel was formed to talk about doing politics, laws and impact of women’s progress.
Mrs. Albana Vokshi, MP, Chairperson of the Education and Media Commission, one of the initiators from the DP Parliamentary group talked about her initiative on the “Parliament Resolution on Women’s Right, Implementation Issues”
Mrs. Eglantina Gjermeni, MP, Chairperson of the Subcommittee on Gender Equality and Prevention of Violence Against the Women, referring to the activity of this subcommittee as well as the experience as former minister, spoke on “Gender Equality and Violence, the Impact of Increasing Women’s Number in Politics in the Reality of Albanian Women”.
Mrs. Klaudia Gjosha, MP, as former Minister of Integration focused on the topic “Albanian Women and their Role in the European Integration” as well as on other issues affecting gender reality.
The third panel discussed on Local Government, the reality and the issues.
Mrs. Majlinda Bufi, Mayor of Roskovec, in her discussion, raised concerns about “The Status of Women in Rural Development Issues”.
Mrs. Miranda Rira, Mayor of Përrenjas, focused on the importance of “Women’s Economic and Political Empowerment and Local Governance”.
Civil society conveyed concerns and problematics on women’s rights through Ms. Edlira Cepani, National Coordinator of the Network for “Equality in Decision Making” and Mrs. Blerta Baliaj, Executive Director of WDN Albania.
WPS Abania one of 41 other organizations participating in the workshop that was organized by the Center for Legal Civic Initiatives on;
“Reporting Issues by Non-Profit Organizations on the Implementation of the Recommendations of the” Universal Periodic Review (UPR) for Albania “.
Reporting to UPR and discussing issues from the questionnaire for organizations, members of the Network was presented by Prof. Dr. Av. Aurela Anastasi.
During the event were discussed achievements, challenges regarding the effective implementation of legislation against gender-based violence and domestic violence as well as recommendations for their improvement.
This information activity was organized under the project “Establishing a network of non-profit organizations for a better implementation of international standards on gender equality and gender-based violence in Albania”, implemented by CLC. The project is funded by the European Commission and implemented with the support of UN Women Albania.
- Host Event: “Power and Parity in Women’s Leadership, Roadmap to 50×50”
WPSP launched the first report from the Global Women’s Leadership Initiative Index Roadmap to 50×50:
Power and Parity in Women’s Leadership, during a public event at the Wilson Center.
As partner in this initiative, WPS Albania hosted an event in Tirana, extending the conversation about the place and scores of Albania in the Global Index of Women’s Leadership, as a first of its kind project that harnesses the power of data to answer three key questions providing a multidimensional snapshot of women’s public service leadership of Albania among 75 countries.

WPS Albania CEO Mrs.Mimoza Hajdarmataj lead an audience’s discussion with Mrs.Dhurata Cupi Member of Albanian Parliament, Head of “Alliance of Women MP’s” and Mr.Afrim Krasniqi , political scientist, researcher and Executive Director of Institute for Political Study in Albania, about women’s representation in policy and political leadership in Albania.
- With the invitation of the OSCE Presence in Albania, the Italian Embassy in Tirana and the Ministry of Justice, the “Women in Public Service” Center participated in the Consultative Forum with:
Proff. Paola Severino Former Justice Minister, Special Representative of the OSCE Chairperson in the Fight against Corruption, Italy.
The focus of the forum consisted in promoting co-operation between our two countries to reinforce OCEEA’s actions to combat corruption, create conditions for an effective exchange of experiences and best practices and regional co-operation in the fight against corruption.
Ms. Mimoza Hajdarmataj said in her speech that “corruption is a complex social, political and economic phenomenon affecting all countries. Corruption undermines democratic institutions, slows economic development and contributes to the government’s instability.
Major countries are signing for ratification and reporting on the Anti-Corruption Convention.
For our country, where corruption has attacked not only the foundations of democratic institutions but is also able to distort election processes, the fight against corruption goes further than conventions and strategies.
Individuals, institutions, civil society and the media should return to the main actors in the fight against corruption, enabling the change of the whole political course.
To ensure this, all together, we need to raise public awareness of the negative consequences of corruption in the life of each member of society, encouraging anyone to denounce each time they face a corruption case.
- Forum – Where are we with Public Administration? – Voice of Integration
Consolidation of a depoliticized, professional and motivated state administration, in accordance with Albanian legislation, the obligations that we have in the framework of the European integration process of the country as one of the EU priorities.
This topic was discussed today on November 23, with young people at the Foundation “The Ivanaj Foundations of New York and Tirana”.
The forum was organized by the “Voice of Integration”, where one of the panelists was Mrs. Mimoza Hajdarmataj, Executive Director of the Center for Women in Public Service.
During the conversation Mrs. Hajdarmataj shared with the audience, the long experience in administration and politics, problems, problems, disappointments and suggestions for change.
She also focused on the role of women and girls in the administration and their challenges to be part of decision-making.
The Center for Women in Public Service has the mission of encouraging, supporting and empowering women and girls through education.
Education is the weapon with which they can conquer the world.
The Annual Conference and Seminar of the Women’s Federation for Peace in the World, held on 16-19 November 2018, was held in Tirana on the topic “Active participation of women in decision-making”.
Attending the event were women activists, politicians from the country and the world and members of the Women’s Federation for Peace in the World.
The conference on the first day, was greeted by Ms. Vasilika Hysi, Deputy Speaker of the Parliament of Albania and Ms. Karolina Handschin, director at the United Nations Women’s World Peace Partnership Office.
The conference was built in two different themes. “Women’s active participation in decision-making, development and sustainable peace”, moderated by Ms. Manjola Vashmatic, member of the FGBP Board for Albania and “Cooperation between government and civil society for peace and development”, moderated by Ms. Myth Tohma, president of FGBP for the United Kingdom.
At the first session MPs of the Assembly, Ms. Eglantina Gjermeni and Ms. Elona Gjebrea; former MP of the Parliament of Albania, Executive Director of the Center for Women in Public Service, Mimoza Hajdarmataj and Mrs. Olga Bogomolets, a deputy in the Ukrainian parliament, discussed the importance of women’s participation actively in decision-making, development and sustainable peace.
At the second session, Mrs. Myth Tohma, President of FGBP for the United Kingdom; Mrs. Kholoud Uatar Kasem, director of the Global Women’s Political Leadership Forum and other representatives of civil society, discussed the cooperation between the government and civil society for peace and development.The conference closed the proceedings by appointing several ambassadorial ambassadors for peace, including the Executive Director of WPS Albania, Mrs. Mimoza Hajdarmataj.
- REGIONAL IMPACTS THROUGH Self ORGANIZATION/ March 2019
Representatives of civil society from Montenegro, Bosnia and Herzegovina, Kosovo, Serbia, North Macedonia and Albania gathered in Tirana to push ahead of the Berlin Process agenda and to consolidate the regional cooperation of organizations that have joined the Civil Society Platform for Democracy and Human Rights. This self-organized group of civil society organizations from across the region gathered together to ask:
How can we work together and contribute to reform evidence, as well as to the development of the Western Balkans?
How can we effectively demand our governments to implement recommendations from the Berlin Process and EU integration criteria?
At this meeting, the results of the London Summit were analyzed and a joint plan was drawn up that strengthens our vision and voice for the Poznan Summit as well as the priorities for the period 2019-2020.
As a participant in this meeting, Mrs. Mimoza HAJDARMATAJ Executive Director of the Center for Women in Public Service presented to the participants the priority of addressing gender issues, social, economic and cultural empowerment of women as well as the elimination of all forms of violence and discrimination.
